• Video visitation at the Youth Center of the High Plains is provided by the Microsoft Teams App. The service is free to all visitors contacting a resident. One of the following electronic items are needed for video visitation: a computer, tablet, or smartphone. The visitor must also have access to the internet and an email account with camera and audio capabilities. All video visits will be conducted under the direct supervision of a certified juvenile supervision officer. If abuse, neglect, or exploitation is observed during the video visitation staff are required to report the incident to appropriate law enforcement and/or investigative agencies.

    How the video visitation system works:

    1. The visitor will receive an invitation email from Microsoft Teams; the email will contain a scheduled date and time to visit the resident.
    2. After opening the email, the visitor must click on "Join Meeting" and wait for the resident to join.
    3. Video visits are to be no more than 30 minutes in length.
    4. Log into the video visit five minutes prior to the scheduled start time to minimize technical difficulties.
    5. If technical difficulties occur, log out of the session and log back in. If the problem is not resolved, call the facility at (806) 468-5708.

    Video visitation guidelines

    There are several rules and expectations to understand prior to engaging in a video visitation. Both visitor and resident are expected to conduct themselves appropriately during the visit. Know that all video visits are recorded and subject to electronic monitoring.

    1. The visitor's use of this visitation system constitutes consent to this recording and monitoring.
    2. All visitors must have a valid government issued photo I.D. (drivers license, I.D card, military cared etc
    3. Only approved visitor(s) may participate.
    4. Video visitation is intended for approved contacts. The approved person(s) should refrain from allowing another person(s) to be involved in the video call. Failure to comply with thismay result in the loss of video visitation privileges.
    5. Visitors are not allowed to record visitation sessions for any purpose.
    6. All conversations are to be kept appropriate and should refrain from any talk of criminal behavior, drug related behavior, sexually related behavior or any other inappropriate type of conversation, as deemed by the YCHP.
    7. If the resident discloses to you, during your video visitation, any information that makes you fear for their safety or wellbeing you are asked to contact The Youth Center of the High Plains at (806) 468-5708 immediately after your visitation and report the information to the on-duty supervisor.

    How to Gain Clearance/Authorization for a Video Visit

    Authorization for video visits is approved by the resident's assigned probation officer. All persons questioning their eligibility for a video visit should call the child's probation officer or you may contact The Youth Center of the High Plains at (806) 468-5708.

  • Youth Center of the High Plains Family Visitation Policy and Agreement

    It is the desire of the Youth Center of the High Plains (YCHP) to enable and encourage residents to have visits with approved contacts. Visitation shall be conducted in an accommodating manner, while also maintaining order. The safety of persons, and the security of the facility, are our top priorities. Visitation is a privilege and may be temporarily restricted for a resident or a visitor if rule violations occur or security concerns exist. Resident visitation is managed under the direction of the Facility Administrator through his/ her designee and in accordance with the rules and guidelines outlined below.

    • Visitation is limited to those persons, over 18, who have been approved by the resident's probation department.
    • No more than (3) visitors are allowed to visit a resident at one time.
    • All persons are subject to search.
    • No packages are allowed during visitation. Contact the facility to make arrangements for package delivery.
    • No unaccompanied minors. Minors and unauthorized visitors will be required to leave the facility if not visiting. Loitering around the building is not permitted. Individuals not visiting are allowed to wait in the parking lot or leave the property.
    • Initial visits are only authorized for the resident's parent(s), guardian(s) or legal custodian(s).
    • All persons must have a valid government issued photo ID. (Initial visit only may be conducted with any photo ID with supporting documents (i.e. birth certificate, social security card)
    • No purses, briefcases, or cell phones.
    • Candy, food, tobacco products, cards, mail, photos, money, and cameras are not allowed in the visitation area.
    • Do not give to or take anything from residents.
    • Visitors are allowed to enter the visitation area with their ID and keys. No other property is allowed.
    • Aggressive, threatening, or abusive behavior towards residents, staff, or visitors will not be tolerated.

    The Youth Center of the High Plains is a secure correctional facility and a campus of the Canyon Independent School District.

    • Persons believed to be under the influence of a substance shall not be permitted to visit.
    • Possession of controlled substances or weapons at this facility constitutes a felony offense. Violators will be referred to law enforcement officials for potential arrest and subsequent prosecution.
    • Visitor possession and/or introduction of a cell phone inside the secure portion of the facility could constitute a felony offense. Violators will be referred to law enforcement officials for potential arrest and subsequent prosecution
    • Unauthorized possession of a firearm on the property grounds is a felony offense. Violators will be immediately reported to law enforcement.

  • In-person visits are for 30 minutes. To be placed on the in-person visitation schedule, please contact Main Control at 806-468- 5708 no later than noon on the day of visitation. Please arrive 10 minutes prior to the start of the visitation.

    Residents that do not receive an in-person visit, shall have the opportunity to complete a 30-minute video visit with their parent/guardian at some point between Friday at 6:00PM to Tuesday at 8:00PM.

    Long- Term/Post- Adjudication residents who make their week are allowed one extra visit by video or phone on (Thursday, Friday, or Saturday).

    Initial Visit Schedule

    Each resident is allowed to receive a 30-minute initial visit with their parent/guardian within 48-hours of entering the facility. To be placed on the initial visit schedule, please contact Main Control at 806-468- 5708. Residents that receive an in-person visit during the weekly visitation period will not receive an initial visit.

    I have read and understand the above Visitation Policy and Agreement. I agree to abide by the above conditions and understand that violations could result in the termination of my visit and that violations of the law will be reported to the proper law enforcement authority.
